Henrico County Public Schools

The Right to Achieve. The Support to Succeed.

Preschool

Henrico County Public Schools offers a preschool program at many elementary schools to children who meet specific criteria. Preschool is a full-day program that follows the HCPS school calendar and school hours. School hours vary depending on location. The preschool program empowers students with the knowledge, skills, attributes and experiences to be life-ready.

HCPS preschool students gain literacy and other skills using a developmentally appropriate, hands-on curriculum, including a focus on phonemic awareness; language enrichment; letters and sounds; decoding and beginning reading and writing; numeracy with a focus on numbers and number sense; and social and emotional development.

Our program reinforces HCPS’ Henrico Learner Profile and focuses on creative and critical thinking, communicating, collaborating, quality character and becoming an effective global citizen in our increasingly diverse society.

The HCPS Early Learning Preschool application is now open. Click on an application below to apply.

The application window is open from Feb. 14-Aug. 11. Families applying from Aug. 11 - Sept. 30 will be considered for the waitlist.

  • Your child’s eligibility in the program will be determined after all required documents are submitted. A list of required documents is below. If you are unable to upload the documents when you submit your application, an HCPS preschool enrollment liaison will contact you to obtain the required documentation.

    Required documents:

An original official state-issued birth certificate for your child.

Proof of residency, which includes one of the following:

    • A current lease agreement (must include name of the lease holder, landlord, property address, time period of lease, list of occupants, signatures and date).
    • A deed or a signed house closing contract.
    • A mortgage statement.
    • A tax assessment in your name (or in the homeowner or lease holder if you are living “doubled up”).

If you are living “doubled up” with another person or family, the homeowner or primary renter and the parent or legal guardian must complete an address affidavit form. (Certain verification is required to accompany the address affidavit.)

    • A photo ID for the child’s parent or legal guardian (driver’s license, DMV ID, military ID or other picture ID).
    • A current utility bill in your name, dated within the past 30 days.
    • Proof of income for parents listed on the birth certificate. 2025 W2 form, two most recent pay stubs, income tax returns, and public assistance program payment documentation will be accepted. In addition to proof of income documentation, families may also submit TANF verification, a SNAP receipt, or SSI benefits.
    • A comprehensive Virginia School Health Physical Exam Form (showing TB screening), completed within one year before the start of the school year, and an up-to-date record of your child’s immunizations. The first page must be completed and signed by the parent or guardian; page two must be signed by the doctor.
    • Court ordered papers, if applicable.
    • An individualized education program (IEP), if applicable.

Eligibility

Acceptance into the program is not on a first-come, first-served basis, and a limited number of preschool spots are available. Children must be 4 years old on or before Sept. 30 of the upcoming school year and reside in Henrico County. To be eligible, you must meet the following Virginia Preschool Initiative (VPI) criteria with identified risk factors as established by the Virginia Department of Education (VDOE):

  • Children with disabilities or delays who are eligible for special education services under the Individuals with Disabilities Education Act.

Other factors are also considered but have lower priority.

There are no exceptions to age and residency requirements. There is no cost to families for the program and transportation will be provided for preschool students in accordance with HCPS transportation guidelines. HCPS does not discriminate on the basis of race, color, national origin, sex, disability or age in its programs and activities.

HCPS Early Learning Preschool is funded through the Virginia Preschool Initiative.

  • Visit the HCPS School Assignment Locator and type your address in the search bar.

  • Elizabeth Holladay Elementary School underwent a major expansion project which created additional capacity beginning in the 2021 school year. The preschool classrooms from Dumbarton, Johnson, and Lakeside were all moved to Holladay, freeing up needed space at those schools. Transportation is provided to Holladay for preschool students living in the Dumbarton, Holladay, Johnson, Laburnum, and Lakeside zones.

  • Yes, HCPS bus transportation is provided.

  • No. Employees who are residents of Henrico County must go through the same application and eligibility process as any other family.

  • We ask that each child keep a change of clothes at school in case of an accident. Students should also have a blanket at school for rest time. In addition, each student will need a backpack.

  • While you may certainly complete an application now, your application will not move forward for review without the required documentation to prove your residency. You will need a lease or mortgage agreement as well as a current utility bill for the new residence, dated within the past 30 days.

  • Families have a variety of scenarios when it comes to living arrangements. Our enrollment liaisons will help you identify the documents you need for enrollment.

  • Birth certificates may be obtained from the department of vital statistics in the state where the child was born. The DMV will also issue original birth certificates, which can be a faster process. Regardless, securing an original birth certificate can sometimes take a long time, so we encourage you to obtain the certificate as soon as possible.

  • All pre-K students are expected to attend regularly and consistently. If a child has a pattern of being chronically late, leaving school early or being absent, then school and program staff will contact parents and guardians to schedule meetings, provide support and set goals.
